I have a handful of the Senniger meters and based on my experience they can be very accurate.  It sound like you have your on the riser pipe of the pivot, which I've seen but do not have any of.  Do you straightening vanes before the meter.  Is the meter calibrated correctly to your pipe diameter?  Find the install manual and double check the calibration constant.  They are somewhat confusing so good luck!
