1. Cut them off as low as possible. 2. Since you only listed the pre pass I guess that means you did no post at all? If they are canopied and the waterhemp is below the canopy you won't get enough killed to matter. They may not be competitive but they will put on seed....basically your screwed. In the future post them before canopy whether you see anything or not, I guarantee they was there then. Scouting pays.
