Yes, most likely the mouse. Time to clean up the contacts.
If that does not do the trick, time to get a new mouse.
It could also have to do with wireless, if that's this kind of mouse.
In which case, there may not be any fix.
Borrow a mouse for a test before doing anything, it would help pinpoint the culprit if the other mouse works fine.
