why do I always have to run my tongue uphill to get my toolbar/planter units level? And even then it's never as level as I would like it. Is there anyway I can ajust my center post wear pads to cock the toolbar back or would this just wear out pads? Or since it's actually sitting steel on steel to main frame in planting position maybe this would have no effect. I am in lowest hole in planter tongue now on a Cat 765C

Look closely at the flanges that hold the parallel link.  If yours is like other 3000s I've seen, you might find that Kinze had a manufacturing error and the holes aren't the same on the top and the bottom, thus causing the row unit to tip slightly in relation to the toolbar.  

Anyway, it is very common to need to run the planter tongue 'uphill' to get the row units to be level.  You're on the right track.
