In our area they're "meth" makers, and they remove their tags so you can't get the number. They dump their toxic waste on your property, steal any copper they can, from pivots, barns, sheds, and have been caught stealing equipment to sell for scrap! The judges turn them loose if the law does catch, with a small fine and probation. I think they want the fine revenue,
