Check the diodes. Diodes are "one way valves" for electricity. They change the AC input voltage to DC so it can charge the fence up. When they are bad, the AC voltage goes back and forth through the diodes and resisters (the thing that's getting hot) and the resisters get hot fast.

I'm not familiar with the board you're looking at, but the large red components appear to be capacitors and there is a D13 down in between them which is likely to be a diode. You can check them with an ohm meter and see if they are any good only after your unsolder one end and pull it away from it's socket. Or just carefully clip one end of it off near the board and test it. Won't be much trouble to resolder the break if it's good. The multi meter may have a diode test setting or use an ohm meter and check it for one way current only. Usually they read about 5-600 ohms one way and when you reverse the leads on the diode, the meter should read infinity (OL on most digital meters). A diode check setting reads voltage drop through it as well as the one-way function, so that is a little better.

Check every diode on the board, but you're most likely dealing with damage to the larger ones.
