We use tractor with 650 mm tires, which will be 25-26", for plowing with a variable width plow. We almost always set it at 16 inches. No problem.
If you can see a slight difference between the front furrow and the following, just set the front one a little narrower, about 14 inches. That way the front moldboard does not have to push the dirt so far, thereby making it easier to close the furrow.
