Even the cheapest Briggs & Stratton lawn mower engine now has a paper air filter. The oil wetted foam filter never was a good idea. It depends on the dirt particle running into sticky oil and being caught there. The actual filter material has holes that will allow some pretty nast stuff to enter your engine, and when the oily coating gets a little dirty, dirt no longer finds oil to stick to, it bounces and rolls right on through..

An oil bath air cleaner is a totally different animal that constantly washes the filter and replaces the oil coating. They work pretty well, although not as well as a paper filter.
An oil wetted air filter was abandoned by the auto and ag industry in the 30-40,'s as two many engines were being ruined at low hours.
