It's information on a patent for a hydraulically-tilted gravity box invented by a guy by the name of Clarence Triggs, dated 1970. I think you have a Triggs wagon there - it's just been repainted somewhere along the line. Triggs wagons were originally painted a shade of blue-green with yellow lettering.
