There is a guy by me that has taken an old John Deere disk and mounted turbo style coulters in place of his cone blades, and straightened up the angle on the gangs to make a cheap turbo-till. In mellow ground, I can't tell the difference from his fields and fields that have been tilled with an actual vertical tillage tool. If you got into some hard ground, I couldn't see that light disk frame having enough weight to get the coulters to penetrate deep enough to stir up dirt, so you would probably have to make some weight boxes/brackets as well, and put more stress on a light disk frame that wasn't designed to do such things......As far as the Gen-Till tines, I cannot comment.
