Our FSA office had an appointment card for certification for us when we signed up for the program. If you miss your appointment without calling you go to the back of the line. We didn't have the issue of delayed planting and replant here so things worked smoothly. One year we did have replant due to hail, FSA told me to certify the first planting and not bother with replant numbers.
