West Central Alberta Coldest, wettest edge
I'm in the west side of the Calgary Edmonton corridor that Grain Farmer refers to. And we see the planes flying over and seeding just west of us all summer. Not sure about the effect further east of us where the storms were headed, but here there are notable effects. Dad said that once they started seeding clouds, it became impossible to put up hay. A system what would normally pass by leaving us dry, would always dump rain on us( the furthest west of the farmland, hence where the cloud seeding starts). Not sure how accurate that is, or if there were other factors. I just looked it up, and it says it started again in 1996. That was a terrible year for putting up hay, then 1998 and after have actually been pretty decent. 1994 and 95 were at least as bad as 96 though, so that doesn't seem to mean much. Previous time started in 1960's, not sure when it ended.

We still get at least a couple of hail events every year. Two so far this year that have done considerable damage to our own crops, and much worse elsewhere.

A quick search on line gives lots of credit to the cloud seeders for sparing Calgary etc. from damaging hail, but no mention of blaming them for the hail that does keep hitting them. Hard to prove that you caused something that didn't happen.
