As far as goats going blind, it is usually due to Chlamydia, a reproductive disease that can also cause abortions. I doubt if it is related to DDG feeding. Treat with tetracycline and gentimycin spray in the eyes. DDG can sometimes contain a high level of sulfur and that ties up B vit. and thiamine. I feed a mineral with B vitamins and extra cobalt just in case. It's not too expensive. Symptoms would be, goats not able to walk properly or at all. I've fed it for 4 yrs. at levels as high as 1.5 lb./hd/day on does before kidding when we had a hay shortage last year, and had no problems. Don't know that soy hulls would price out any cheaper per unit of nutrients.
