Could also be the rake you are using. I have a NH 650 and if I try to bale behind a 254 NH 2 rotor rotary rake, I can't make tight bales for anything. If I pick up a windrow straight from the haybine, same baler settings and you can't hardly drive a spear into it. Also crowd both sides of your baler hard that does help.
