Cedar Rapids, Iowa | The cap and relay coil are in series, so every electron that flows through one will also flow through the other. It doesn't matter which order they're in.
Note that current will flow in both directions through the relay coil, one direction when the cap is charging, the other direction while the cap is discharging. A regular DC relay will latch regardless of which way the current is flowing, so that isn't a problem. What would create a problem is a flyback diode in parallel with the relay's coil. I doubt automotive relays have one of those integrated, but confirm that your relay will latch with either polarity.
