The debt ceiling applies to how much the government can borrow via the issuance of Treasury bills, notes and bonds. The Fed conducts monetary policy outside the influence of Congress or the Executive branch. QE is the term that has been applied to the unconventional monetary policy operations currently being carried out by the Fed now that short rates are effectively at zero.
