| Most likely a broken maxi spring and a bad diaphram. If you look in the cage hole in the center of the can you can often see or feel the bad spring.
I often just change the bad chamber and repalce with a piggyback chamber for two reasons... One... no need to screw with seized clevises or adjustments for automatic slacks and two... I find that quite often even with a new bendix can you need to take the service band off and reorientate the chamber anyhow. The decision is made based on how bad the base of the service can looks. If it's rusted bad, replace the whole thing.
Otherwise... I find piggys are quicker and easier. And absolutely NO more dangerous.
