No, CDMA cell phones (Verizon) use frequencies 800 & 1900. GSM (AT&T) use 850, 900, 1800, 1900. Lightsquared uses 1525-1559 which is too close to GPS @ 1559-1591. Also Lightsquared is licensed to use very high Wattage, I can't find the exact number but something in the 1000W range. So a little cell phone booster that does a few Watts isn't going to have the effect.
