Best app I have found for my iPhone - and it is available for the iPad too - is GoodReader. Install the app & plug iPad into computer. In iTunes, find "Devices" in the left column and select your iPad. In that screen, along the top, choose "Apps". In that screen, down at the bottom, you should see GoodReader listed. Select it. To the right of that you should see "GoodReader" Documents. You can drag and drop files into that box to transfer them to the iPad.

GoodReader also works with Dropbox (and several other services) if you would rather transfer them wirelessly. Using this method, any changes you make to your data on the iPad will transfer back to the computer.
