The two out side cylinders ( smaller and both the same size are lift assist and do not have any thing to do with rephasing, If they do not try to extend you may have a coupler tip that is not allowing oil to return, just a guess. Tell us  exactly what each cyl. does when you try the lift cycle and also when you do the lower/re-phase cycle. One other check for a leaking piston seal is to hold the remote lever in the raise pasition ( engine running ) for 15 to 30 seconds and then feel each cylinder to check if one is warmer, the hot one wiil be the one with an internal leak.
From where we are we can't see what is happening, only go on what you tell us.
