You've got banjo's flanged venturi set up. You might experiment with water in the inductor tank first. Make sure it can suck it out. I know it's not as thick as chemicals can be. I've just heard people having trouble with them. Not getting enough flow to cause the suction to drain the chemical out. Looks like you got it hooked up right. The elbow between the pump and inductor could be a problem.
