3-G is the common term for the data speed over celluar network, or internet anywhere you can get a AT&T signal. An Ipad with Wi-fi will work with windows computer, you can connect the Ipad to a windows computer and transfer your pics. Yes a Wi-fi only Ipad will connect to the net and can download email. Have you played with an Ipad yet?
