Sometimes this means there's a dialogue window open you can't see.
Try Alt+tab to see what's open. or restart might fix.
Or maybe outlook is broke, things do go wrong from time to time.
It's advisable to keep on top of permanently deleting old deleted stuff.
If you get several hundred old emails in there you can sometimes run into trouble.
