If the older relative has never used a computer before, I would be extremely tempted to dump Windows 98 and install Ubuntu or something like it. You'd at least have a modern, secure operating system for them to work with. For someone who has never used a computer, Ubuntu basics wouldn't be any more difficult to learn than Windows 98 basics.
