Both great programs. 

Gimp is a powerful program that is an alternative to the $700 Adobe Photoshop.  Gimp is coming out with a new version that will combine everything on one screen and should be easier to use.

Most people just want to improve their pictures a little or resize them.  Gimp goes way beyond that and for a person that wants to manipulate a photo it is great.
