Local coop near me pulled something like that....the past few mergers they have tried to do, have been voted down. Including the "It failed but there wasnt enough votes, so we gotta redo the vote" tries.
The last merger vote they restricted it to members that did a certain $$$$ amount of business.



I just experienced this at one of our local co-ops last fall, and I'll bet it's the same one you are talking about.
I didn't get a ballot last fall for the merger, so called and asked about it. Was told that I was changed from Class A member to Class B member, and only Class A members are allowed to vote. I asked why I was changed to Class B, since I'm an active farmer. Was told that last year, before the merger vote, the board changed the parameters of Class A, and you have to do at least $40,000 to be a class A voting member.
I took some beans in at harvest, and with the rest of my business there, I'm now Class A again, but the merger already passed.
