In a commercial elevator, anything electrical has a padlock and any ladder has a locked door or cover. (think sheet metal and hinges at the very least) . You want to be able to prove that any access or injury was done without your approval. And even that might not be enough.
Alternative might be to run a chain link fence or something around the sight.
