in floor heat capacity with carpet site:forum.heatinghelp.com

That's what I'd search to find the real world answer. If everything else about the house is correct, then you won't notice the carpet. No need to insulate between the zones, concrete is a poor conductor, but better than air so it works.

The business with one zone could change the ventilation so fresh air comes through the office then goes onto the rest of the building in heating mode, but maybe they didn't design in ventilation if they couldn't be bothered to set up zones? Maybe they just ran one loop??? Which brings me back to everything else about the house being correct, don't skimp on loop length if you're adding carpet. 1/2" pex 250' max, 200 or 166 even better.
