They decided dry desert here is habitat that needs to be protected like wetlands. If you want to clear an acre to put up a shed for example, you now need to assign two acres for permanent habitat. Of my 100 acres, the most I can use is 1/3 as the other 2/3 would have to be habitat. The only way to use the whole 100 now would be to buy 200 habitat acres somewhere else to surrender. You still get to pay all the taxes on the land you can never use though.
