OK Panhandle | Just configuring the VPN tunnel won't do what you're looking for, because it is a routed connection. What you need is a VPN tunnel PLUS a transport protocol to move the Ethernet frames for your surveillance subnet through your VPN tunnel. I don't know that you can configure that in the GUI. It will probably have to happen at the CLI or through configuration JSON files.

Basically, you're looking for config information for Ethernet over IP, Ethernet over GRE, VXLAN, or some other layer 2 tunnelling protocol.
Wish I could help more, but I don't work with Ubiquiti routers or the specific NVR software you mentioned. Hope this at least gets you on the right track.
