From my reading and listening up on it it's popular this year as it's the only subsidized way to get up to 95% coverage and for a fair amount of folks 85% won't cover cost of production this year. Thus ECO is being pushed as a way to prevent or limit negative cash flow on farms by setting a higher floor.
