That was my thought. Either the garage is HUGE and odd shaped, or your contractor SUCKS. When I did cement work we lifted houses all the time with garages. we moved a few too, one was so wide with the garage we had to take down all the road signs to get it down the road, and this was a wide state HWY.

On edit, i've done many ICF basements too and we only needed 6" of space above ICF to fill. Its labor intense but we had a steel pipe bent 180ยบ that went on the end of the pumper truck hose so we could fill ICF's from inside under an existing house. Set up scaffolding inside basement and go. but man that thing was HEAVY.

Find a new contractor.
