Lamb issue

I have seen this issue several times and I would like to figure out what it is.

Two-three week old lambs
Find them down but oddly alert- not paralyzed (flails with all four legs when disturbed). Good sized lambs don't look like failure to thrive and did not notice them earlier.
Refuse to suck a bottle- chews nipple aggressively, Grinds teeth, and when I squirt milk in seems to not swallow easily
I can keep them alert by tubing for days= they do not attempt to stand.
Pee and crap just fine.

Tried:
Bo Se
Neomycin Sulfate
NurtiDrench

All to no avail.

Perfectly alert comfortable lamb- that I have to kill after several days of tubing(I assume swelling makes throat close up)

Not much luck around here with odd sheep ailments and vets.
