I remember guys collecting storage on grain they didn't have. Some were honest folks. The government measured the bins way long. Then added in a "pack factor". Then the grain got hot and they moved it to a bigger bin to cool it. The government remeasured the bin as if it was full. It worked out though as the storage was a lot more than the grain was worth.
We finally decided the whole deal was just a way to prop up the banks and local business.
