Death comes to us all. Life's but a walking shadow | In order to have a source of cheap labor, you need to have a lot of it that isn't under the protection of the labor law and subject to coercion. That requires that it be readily available when needed but not cost anything to maintain when it's not needed. If you pack it all up and send it home when it's loitering about it won't be available when you need it.
