Well yeah they can stop it. The dealer has to commit fraud to do the sale and would be responsible for the tech fee difference if caught.
Is this a practice you use?
Then there is a whole lot of fraud going on and the powers that be are looking the other way because there is a fair amount of seed sold in one zone and planted in another.
