In Uruguay in 2013 the roads weren't much different than what you would find in similarly populated places in the states, without interstates of course. They had a brand new road leading to the port at Neuva Palmira that was very well made. Way out in the sticks the roads sometimes were no more than a couple of tracks with sparse grass growing in the middle. Kind of reminded me of eastern or central Kansas.
