| Looks like a wheel spacer? How much tolerance in the holes and hole circle? If it needs to be a pretty close fit, and you dont want to spend eternity making a second one, that $110.00 sounds cheap. If it is a wheel spacer, are absolutely sure its not allready available local?
If I were to build it myself, without a mill, but with a drill press, I'd drill a hole in the center to guide your 6: 1/2" holes from, then drill your 6 small holes that you said you allready can do, then buy a hole saw for the OD and cut it, then buy a holesaw for the center and cut it.
