It is a "particle filter". Its job is to take out "ALL" soot from the exhaust. It also works similar to a catalytic converter, it is suppossed to burn out that soot either using the exhaust temp or it has an injector of its own and will burn fuel to clean itself. If it is plugged you should be able to take the truck back to the dealer and get them to clean it. It is not welded in, it is removable, all dealers are supposed to have the equipment to do the job.
