You can try to heat the nut then wedge a flat screwdriver in there. Works about 25% of the time. If that fails i cut the bolt head off with plow down and standing safely away. Raise it up and it comes apart. Weld a nut on bolt shaft and reuse. Get a new nut, never seize, and clamp the strap down or tac weld the nut on it.
