The inners can not be slid in any farther. There is an inch between the inner hub and the axle housing. This tractor must have the shortest axle length available. After I tightened the wedges for the dual hubs, it looks like I may be able to loosen them up again and move in another inch. Taking another wheel wait off may help but that doesn't leave me much for weight.
