It might have been a hare brained scheme but if the State Department is in favor the Foreign Agricultural Service of USDA is probably going to do their bidding. AFGHANISTAN might have been doomed to failure but soybean crushing capacity in potential markets is a good strategy. The US is typically more competitive in whole bean exports than in meal or oil due to export taxes in Argentina.

Perhaps the State Department and the President should have given equal concern to security for their people in a certain North African country.
