USA | My guess is you could get a RE loan @ 3% locked in for three years. Some rural banks are under loaned and would gladly latch on to a low risk loan that pays 3% Vs what they are currently getting on excess funds.
This link is for ILL banks , but is available for the other states. If was bank shopping for a loan would start out with the ones that that have a larger spread between deposits and loans.
