Disk it 3-4 times and pull a 3pt chisel with all the shanks on the back. First time over with the chisel go lightly. Just skimming the surface. Then go cross ways. This works when it is really dry! On mine I disked it twice and let it dry for a day or to and the disked again and raked it.
