Normally the air temperature decrease about 3 degrees per 1000' of altitude. When you have an inversion, the air temperature increases as altitude increases. To have an inversion the wind speed must be below 4 - 5 MPH. At higher wind velocity you have enough atmospheric mixing to destroy the temperature inversion.
