Their watching us around here too. I stock pile mine the same way. One neighbor with alot of big feedlots just piles his anywhere and everywhere in his fields(knocks down corn or beans to pile), next to creeks or whatever, they tell me thats a big no no. I got a cousin 8 miles west of me that sells his manure to a neighbor of mine, the DNR made my neighbor dig a hole with a track hoe in his field and pile it in there to contain it, plus keep it x-amount of feet from any creeks. Because of the feedlot (rules) from where the $hit came from it still needed to be comply with the containment rules from which it came from, even 12-15 miles away to where it's being hauled from. Alot of grey areas and screwy rules aplly here for sure!
