You may pile up for a limited time (12 months? 9 months? 3 months? There are o many rules it's hard to know any more...)
Temp storage has been allowed so far for smaller operators. You may _not_ store in the same spot year after year, and you need to grow something on the spot of last year's storage. Likely a setback from open water, wetlands, and wells as well.
You can't stack in with the critters, or in the same spot every year, or on ground that is bare, or for larger operations need permits.
The Extension booth at Farmfest, or other Extension sites including their web site, will have a pamphlet on this, (actually it's a small booklet by now), helps you get some facts in order before calling in the thugs - er - I mean the officials.
I've read through the booklet a few times to gather what little info I know.
