Not sure about Minnesota but the EPA is cracking down on Sh$t in Iowa. It likely depends on animal units and where it came from. If you are under thresh holds it may or may not apply. If is came from an outside lot it may or may not apply. Can you check with extension? I am sure you probably don't want to call the DNR and ask.
