Subject: Raven SmarTrax Steering not working

I have a SmarTrax system in my 2009 4420 Patriot Sprayer. It has the Phoenix 300 receiver, SmarTrax "longbox" controller, RGL 600 lightbar, and Viper Pro. The steering is controlled separate from the Viper Pro using the RGL600.
The person I bought it from used the auto-steer, but the sprayer sat for a year since he used it. Currently, the smarTrax controller will say its acquiring the line, but the wheels do not move. More importantly, the wheels do not move when using the manual steering screen on the longbox controller. According to the troubleshooting table in the manual, I need to turn the flow control out on the steering valve. Where on the valve is this located? Are there common issues with these that might steer me in the right direction when diagnosing my problems? All of the plumbing looks correct, and the wiring is ok. Could solenoids be giving me trouble?

Thanks,
Justen
