| 1: Not every county has adequate staff.
2: Some counties have much more land and may more more farm serial numbers
3: Some operators are taking care of not only their own land but their landowners as well.
4: Some operators have several farm serial numbers in multiple counties.
5: And finally not as everyone is as effiecient and perfect as the pompous arses that are saying "USDA shouldn't have extended it. A deadline is a deadline. It only took me 5 minutes."
